Factors of the natural-ecologic, social, economic, historical and political environment affects formation, establishment and organization of rural environments. Thus, the present article seeks to clarify the influence of natural elements (natural-ecologic environments) in transformability of spatial organization in 11 rural districts of Lavasan-e Kuchak village. Descriptive-analytic methods and secondary-research methods are used for collecting information. Moreover, models like Gatman institutional measurement, value of centrality, total minimum distance, number of direct links, number of communicative nodes and demographic capacity are also considered. Results indicate that natural elements, especially topography, water resources and slope have influenced the position of rural settlements. This has resulted in the spatial organization of the study area possessing a two-level hierarchical structure. Moreover, based on the results it is suggested to form spatial organization of the area with three rural areas of Afje, Kantiya and Bujan villages and a rural complex of Lavasan city.

Urbanism and transformation of villages near urban areas are among the issues that have influenced urban systems in developing countries like Iran during the last decades. Integration of marginal villages in the urban texture is considered to be one of the most significant physical changes in Iranian cities, especially in the fifties. Under direct influence of large cities, especially Tehran metropolis, rural areas have experienced a deeper and faster process. So that, many are integrated into urban texture and some others are separated from their rural nature despite being far from urban texture.
The present article seeks to investigate the present position of urban villages in development plans. Descriptive-analytic and secondary data collection methods were used. Results indicate that urban development plans attend to the position of urban villages by adopting and implementing policies such as conserving natural and environmental features, developing tourism functions, protecting and organizing historical and cultural contexts.

Different Organizations and institute have role in field of environmental management and specially in air pullation management investigation about municipalities as local and administrative managers roll in laws shows that local management role in neglected in laws and many duties of municipalities are remove to other urban organizations.
In This paper the main gole is studing the role and legal situation of municipalities in field of air pullotion management. This research is apply with describtive analytical method. Data gathering is documentary by referring to laws and regulations of municipalities and national environment organization. The result show that the role of municipality is participatory like other organizations such as police. The role of local management is neglected in law collection some studies instead of municipality are remove of macro level organization like environmental organization. So lack of attention to role of municipalities for reduction of air pollution is one of reasons for failure of air pollution control programs.

Land and its usage have always been the main theme and context in urban planning and actually it is the land which ultimately determine the destiny of urban development plan, mediating and supervising land use. This has always been one of social, economic and physical issues in recent urbanization. The present article considers land use in Sa’d Abad city. First, present situation of the land uses are investigated, then future plans are mentioned. Descriptive-analytic method is used. Theoretical framework is prepared using secondary research and other information are collected in a field study. To perform qualitative analysis, SWOT method is applied. GIS and AUTO CAD are used for drawing and analyzing information. Results indicate that we face shortage of most present land uses and surplus of some others which signifies lack of balance in land use which should be directed towards balance with concise planning.
